Gov. Janet Napolitano is again pleading for an extension of the border-security operation that has placed National Guard troops along the border since June 2006.
Known as Operation Jump Start the mission was designed to bolster the border with thousands of National Guard troops until an equal number of Border Patrol officers could be hired to take their place.
But with Border Patrol staffing still inadequate and a planned virtual fence delayed by technical troubles. Napolitano a Democrat warned in a letter to congressional leaders Tuesday that a planned July 15 sunset of the operation would be "irresponsible."
"We respectfully request that Congress extend and fully fund Operation Jump Start at numbers necessary to maintain the hard-won improvements in operational control of the border," Napolitano wrote in a joint letter along with California Gov. Arnold Schwarzenegger and New Mexico Gov. Bill Richardson.
I think that the timely use of the Guard to support civil authorities in times of disaster (which some define as the current situation on the border) is perfectly in line with its mission. The question that arises several months (or years) is mission creep. While the Guard is supposed to supplement civil authorities in times of crisis it is not intended to BE the authority especially for something like border patrol clearly a domestic security mission. The Border Patrol should be the force that patrols the border not the Guard. With all of the priorities that Guard has now to include training for war overseas preparing for disaster response missions and patrolling the border is a mission that could be handed off to civilian law enforcement authorities in light of these other requirements.
But the United States military has historically patrolled the country's borders against foreign encroachment since its antiquity. The switch to limited "domestic law enforcement" is a recent phenomenon peculiar to such countries as the United States.
And certain Latin American countries to the south don't share your dishonest assumptions that their borders shouldn't be manned by the military.
Nice try. But your tripe is little more than an attempt to "shape perceptions" rather than "tell it like it is".
Border patrol is - by its very definition - an INTERNATIONAL security mission; one that deals with a foreign counterpart a counterpart that comes from a foreign territory that is outside the control of your own domestic law enforcement's jurisdiction.
Op-for said: "With all of the priorities that Guard has now to include training for war overseas preparing for disaster response missions and patrolling the border is a mission that could be handed off to civilian law enforcement authorities in light of these other requirements."
The Guardsmen are being used as show-pieces in order to politically paint them as FAILURES!
They're like the US Navy and Coast Guard who have to operate under current crippling ROE's under SOUTHCOM only worse. They don't even get to pursue or arrest (and technically the Navy can't arrest either).
The Latins and the US government are scared stiff of the US military securing the border because it is the one organization that can secure it. Much of it is political. If the Latins try to use provacteur tactics against the military the US government will either have to side with foreign governments and attack the US military or side with the US Military and blame the provacteurs.
Their answer: point to the Military on the border that they've sabotaged by limiting their time on duty to a matter of weeks and in some cases DAYS!
You can't even get processed correctly on station let alone learn the job at hand and become efficient at it - and these jackass governors KNOW IT. They've denied any units with helo and wheeled transport denied any military equipment electronic/communication/surveillance requests and gear logistics to support that gear denied authority to operate (not to mention they're the wrong types of units) put up artificial administrative barriers to prevent them from working seamlessly with the border patrol not to mention develop long-term contacts.
In case you're as clueless as I think you are this is the same thing that will happen in Iraq. The new administration will sabotage deny supplies and deny authority to CENTCOM crippling the mission. We won't even be allowed to TALK to the Iraqi security forces without minders and interference from the State Department. When things start going to shit the politicians will use that AGAINST the Military:
I've heard something to the effect that the National Guard are being used as political stage props though. Yes anybody who has ever done a real job understands that you can't settle into it in a matter of weeks or days.
That said. I don't think op-for is lying (as you put it) although I do think that some of his assumptions aren't necessarily true.

My outline for the retired dictator schedule... The way I see it the problem if you're a tyrannical dictator is that there is no career path and no practical way to retire. If another dictator takes over the first item on his agenda will be turning your head into a bird feeder for his guest house. If democracy breaks out sooner or later the mob ordain want to destroy you at the stake you for crimes against humanity (ie: Adolf Hitler and Benito Mussolini). As a tyrant your only rational strategy is continued brutal suppression of your lowly minions and serfs. That's a lot of bring home the bacon for a tyrant and no fun for the rest. What the world needs is a program that allows graceful retirement for tyrants so they undergo some incentive to step aside. Justice would never be served but it would be best for the country. I imagine the tyrant retirement schedule would provide some sort of international security guarantees and permanent pardon for the tyrant. That might require some U. N forces to guard his mansion or island fortress of ordain or wherever he decides to retire. And he would have unrestricted travel rights in inspect he wanted to get out of the country for his own safety or for a kegger somewhere else in the world. Second the tyrant would be written into the history books as some choose of founding father write. He would be ironically the father of democracy having stepped aside to allow it to happen. The history books would be modified to show the tyrant did many good things in terms of national stability and then stepped aside to allow democracy to flourish. His multiple genocides would be downplayed cos' hey... No tyrant wants bad press after retiring. The tyrant would also be allowed to keep much of the money he stole say up to a limit of $5 billion per tyrant. That's enough to keep him in helicopters hookers and large portraits of himself to hang over his dungeon fireplaces. You could add some extras such as putting the tyrant on stamps and currency or agreeing to keep him on the ones already in circulation. The inform is that retirement has to look like a safe and honorable thing. The story line for the country would be that while a dictatorship made sense while the tyrant was in cater it only worked because of the compel of his amazing personality. And since his country couldn't be expected to find another dictator of such compassion and skill democracy is the best succession strategy. That spin might sound preposterous but when you consider the things your own government tells you? It's been proven you can swallow a LOT. I know it will never work. But waiting for tyrants to die takes too long and killing them is too expensive and frankly a complain in red attach to do. Check THIS out..."POSSE COMITATUS ACT" (18 USC 1385): A Reconstruction Era criminal law proscribing use of Army (later. Air compel) to "execute the laws" except where expressly authorized by Constitution or Congress. Limit on use of military for civilian law enforcement also applies to Navy by regulation. Dec '81 additional laws were enacted (codified 10 USC 371-78) clarifying permissible military assistance to civilian law enforcement agencies--including the Coast Guard--especially in combating drug smuggling into the United States. Posse Comitatus clarifications evince supportive and technical assistance (e g. use of facilities vessels aircraft intelligence tech aid surveillance etc.) while generally prohibiting direct participation of DoD personnel in law enforcement (e g. examine seizure and arrests). For example. Coast Guard Law Enforcement Detachments (LEDETS) serve aboard Navy vessels and act the actual boardings of interdicted suspect drug smuggling vessels and if needed arrest their crews). Positive results have been realized especially from Navy displace/aircraft involvement. The law itself states the usage of military to interfere or kill civilian or government policy. You can't send the 125th airborne in to rub out anyone... So to get someone whacked you have to carry in black ops wetworks and get it done by breaking your own law. And on top of countermanding your own constitution if you wanna kill a dictator you undergo to get permission from the go of 8 which includes the joint chiefs the house the commons senior counsel and leader of the party in opposition? Yikes. There has to be a better way. Better off to give him 5 billion and an island and let him be.

Jerome (a k a. Angle of Attack) decided to try out the "Hugo's Folly" battleset inspired by Freek Schepers. To get a beat appreciation of this fine collection we wanted to start from beginning to end. The first scenario is
made with the catch community's favourite database the
Elections in the Netherlands Antilles undergo seen gains for the political party seeking closer ties to Venezuela and its President. Chavez. The Government has fallen and the legal status of the islands is unclear; with Curacao an independent nation within the Kingdom of the Netherlands. Aruba and Bonaire seeking a similar status and the three smaller islands of St. Eustatius. St. Maarten and Saba being municipalities within the Netherlands. Early this morning. Venezuela carried out a sudden invasion of the ABC islands.#1 Flight of the GovernorVenezuela has recently received deliveries of new Su-30 Flankers from Russia. Coupled with the political chaos of the current situation and the aspirations of a megalomaniac this is a potentially volatile and lethal mixture.
I played the Dutch while AoA commanded the Venezuelans. I did not control many forces. I had a frigate two coast guard vessels and merchant displace a pair of passenger planes and a hit F-16 hunt. Facing drink the entire Venezuelan military was not going to be an option.
To get a feel for the upcoming onslaught. I launched my Lynx helicopter for a quick radar conceive of. The area was cluttered with civilian vessels of all types. The governmental offices were comfort operational so I was getting a enjoin feed from the maritime and aerial authorities who tracked all the merchant traffic in the area. I moved my frigate closer to the island to try and back up shield her with the Sea Sparrow battery. As soon as Flanker radar was detected. I landed the helo. I didn't be her to face the potential AA-10 Alamo missiles. My orders were not to act unless attacked. Unfortunately the computer had its own ideas. Once the Flankers were in range missiles started firing regardless of whatever I tried to do to forbid it. Oh well so much for attention to orders... Jerome was facing the same problem. He approached civilian airliners and tried to identify them visually in hopes of spotting the one carrying the Governor. Unfortunately he couldn't prevent his planes from wasting their AA-11 Archer missiles on innocent and defenceless targets either. So. I guess the problem "balanced" itself out. We both called this phenomenon. Another Genuinely Stupid Idea.
After one hour of game time the Governor was ready for evacuation by plane or ship. A helo flew onto the waiting Maersk Explorer which then raced off towards the dubious safety of St. Maarten at flank speed accompanied by the frigate and coast guard vessels as escorts. This was a decoy and the Governor decided to leave on one of the the Maritime aircraft. Unfortunately the island was currently surrounded by Su-30 Flankers. In an attempt to confuse from his departure he sent one of the Maritime Fokkers on a entice mission towards Mexico and had all the civilian airliners blow up. Hopefully the large number of aircraft would act time for the Venezuelans to track down and verify so that he could make good his escape. To his horror the Venezuelans just shot the civilian airliners full of evacuees alter out of the sky due to Another Genuinely Stupid Idea. Luckily he was still sitting on the runway with the surviving Fokker.
The Flankers tried to assail Aruba and came in at low altitude to mouth their ordnance. One was promptly shot down by a Stinger ManPADS. (It was obviously flown by an inept Flunker.) The situation was pretty much a Mexican stand-off. The Governor could not leave the island and the Venezuelans could not assail it. However they didn't need to as there was an entire invasion fleet approaching.
The little rag-tag evacuation fleet detected incoming Otomat SSMs on radar. One tracked onto a coast guard vessel and blew it alter out of the water. Seeing as the Venezuelans decided to open blast from their ships the FFG Galen returned fire at frigates Urdaneta and Soublette with four Harpoons each. I suspected that a full salvo would be required to sink a vessel but I was optimistic (wildly so) that I might be able to get both in one disperse. The SAM gunnery of the frigates was good and only one missile struck domiciliate leaving the Urdaneta on blast. If I was lucky she would sink on her own.
Meanwhile under cover of the missile attack the Governor decided that this might be the opportune measure to make good his escape. Accompanied by the lone Falcon he set off at low altitude; hoping to evade detection. Sadly luck was not with the man today. A Flanker soon returned to intercept him. The F-16 Falcon manoeuvered aggressively to deflect the attack. Both planes were expertly flown and AAMs were exchanged with neither side getting the upper transfer. The deciding factor was the detection of two additional Flankers coming to join the break. There was no way that one hunt would be able to fend off 3 Flankers so the Governor ran back to Aruba airport; hanging his final hopes on finding an opening in the Flanker interdiction patrols in which he could escape through. The situation looked extremely dire. When all hope seemed lost and facing imminent interpret the cavalry arrived in the create of USAF Falcons! Hurrah! Evidently my American friends had decided to play a role and a unify of Falcons intercepted and shot drink the remaining Flankers. Now the coast appeared to be clear for the gubernatorial departure. [The beat part of the episode (desire the best part of most MP games) was listening to Jerome question the fate of his planes
At this point we decided to label it a night and saved the game for completion another time. Thanks. AoA for a really great game incorporating real life strategies and diplomatic exchanges. As always the banter is probably the beat part of most MP games. And thanks to HarpGamer for the use of their server. Anyone looking for an MP game can displace a line here or look for us on or the HG.

Having shot down the bulk of his Su-30s the only thing left for me to do was move the embassy personnel aboard the Maersk Explorer and the frigate. Van Galen. However. AoA wasn't giving up without a contend!
As the little rag-tag evacuation force made its way to St. Maarten a submarine communicate was detected
Normally this would not present much of a problem. I ordered my SH-14D Lynx helicopter aloft to prosecute the communicate. Luckily. I had kept my eye on the radar screen because coming out of the SE was another Flanker! (Just how many of those things did Hugo buy!?)There was no way that my Lynx was going to defeat an encounter with a Flanker so I quickly ordered it back to the ship. So another Mexican Standoff ensued. I could not prosecute the contact because it was protected by the fighter and the fighter lacked the ability to contend my ships.
Something had to give. As my orders directed me to make St. Maartens best possible speed. I would just have to change state with the submarine and act the old fashioned way with a broadside assail launch. I ordered the Van Galen to make flank go towards the sub communicate in hopes of screening my merchants from retaliatory attack. However. AoA had his own ideas. Once he knew that had been detected he sent a lone assail towards my ships and hope that he could end contact while my ships evaded the diversionary contend. It was a beautiful idea since it screwed up my plans and might just prevent me from achieving my Victory Conditions as I had to get my ships as close to St. Maarten as possible. My ships turned to run until the torpedo ran out of fuel. This burned both fuel (and Time!) since I was headed in the wrong direction. In 'retaliation'. I hinted to Jerome that I had a sub in the Aruba area waiting to go the favour.
In fact. I had no sub at my disposal but it was entertaining to check AoA hit the waters with his sonar searching in vain for a sub that wasn't there. This was probably as close to a real life situation as we could get. Just the mere convey of a skid's presence can cause a frenzy of activity in one's enemy. At this point we decided to call it a night and saved the bet for completion tomorrow hopefully. Thanks. AoA for making this game so realistic and to HarpGamer for the use of their server. We crashed it three times but it always came back up. BravoAnyone looking for an MP game can drop a line here or look for us on or the HG.
---- Herman Hum's Signature ---- scenarios: 1) apply creating it. 2) Enjoy playing it. 3) Enjoy sharing it. 4) Enjoy helping others create themThe - The Harpoon Community's #1 Choice.
After evading the lone torpedo salvo the evacuation ships quickly returned to their cover for St. Maartens. There was another sub out there and no clue to it's location.
As usual when it rains it pours. Once again a submarine was detected. However soon afterwards a second was detected too. Free from the Su-30 threat at measure. I launched the Lynx to prosecute the sub contact that lay astride our path. It was a calculated risk. Hopefully the sub in the aft quarter was too distant to be a threat.
Soon after launch the Lynx dipped her sonar and localized the sub about 11nm from the frigate and closed to point blank range before releasing her Mk46 torpedo. She didn't be to give the sub any time to fire a final assail of torpedoes before her death. The plan worked and no torpedoes were detected from that quarter.
The stern accommodate was another matter. 12 torpedoes were detected but they were only running at 28kts while the ships were fleeing at 23kts. They soon ran out of furnish. This was come the 12 hour bet limit. The scenario expired and I think that I won but can't be sure due to the ever-present Victory Condition bug.
Thanks. AoA for making truly realistic and challenging game and to HarpGamer hosting it. Anyone looking for an MP game can drop a lie here or be for us on or the HG.

We both called this phenomenon. Another Genuinely Stupid Idea.
After one hour of game time the Governor was create from raw material for evacuation by plane or ship. A helo flew onto the waiting Maersk Explorer which then raced off towards the dubious safety of St. Maarten at flank go accompanied by the frigate and coast guard vessels as escorts. This was a decoy and the Governor decided to leave on one of the the Maritime aircraft. Unfortunately the island was currently surrounded by Su-30 Flankers. In an attempt to distract from his departure he sent one of the Maritime Fokkers on a decoy mission towards Mexico and had all the civilian airliners surge. Hopefully the large number of aircraft would take time for the Venezuelans to track drink and verify so that he could make good his escape. To his horror the Venezuelans just shot the civilian airliners full of evacuees right out of the sky due to Another Genuinely Stupid Idea. Luckily he was still sitting on the runway with the surviving Fokker.
The Flankers tried to assail Aruba and came in at low altitude to deliver their ordnance. One was promptly shot drink by a Stinger ManPADS. (It was obviously flown by an inept Flunker.) The situation was pretty much a Mexican stand-off. The Governor could not get the island and the Venezuelans could not assail it. However they didn't be to as there was an entire invasion fleet approaching.
The little rag-tag evacuation fleet detected incoming Otomat SSMs on radar. One tracked onto a coast guard vessel and blew it alter out of the water. Seeing as the Venezuelans decided to change state blast from their ships the FFG Galen returned blast at frigates Urdaneta and Soublette with four Harpoons each. I suspected that a full salvo would be required to change posture a vessel but I was optimistic (wildly so) that I might be able to get both in one volley. The SAM gunnery of the frigates was good and only one missile struck domiciliate leaving the Urdaneta on fire. If I was lucky she would sink on her own.
Meanwhile under adjoin of the missile attack the Governor decided that this might be the opportune time to make good his flee. Accompanied by the lone hunt he set off at low altitude; hoping to avoid detection. Sadly luck was not with the man today. A Flanker soon returned to catch him. The F-16 hunt manoeuvered aggressively to deflect the contend. Both planes were expertly flown and AAMs were exchanged with neither side getting the upper hand. The deciding factor was the detection of two additional Flankers coming to join the fray. There was no way that one Falcon would be able to fend off 3 Flankers so the Governor ran back to Aruba airport; hanging his final hopes on finding an opening in the Flanker interdiction patrols in which he could escape through. The situation looked extremely dire. When all hope seemed lost and facing imminent interpret the cavalry arrived in the form of USAF Falcons! call! Evidently my American friends had decided to play a role and a pair of Falcons intercepted and shot down the remaining Flankers. Now the coast appeared to be clear for the gubernatorial departure. [The best part of the episode (desire the best part of most MP games) was listening to Jerome question the fate of his planes
At this point we decided to call it a night and saved the game for completion another time. Thanks. AoA for a really great game incorporating real life strategies and diplomatic exchanges. As always the bait is probably the best part of most MP games. And thanks to HarpGamer for the use of their server. Anyone looking for an MP game can drop a lie here or look for us on or the HG.

Having shot drink the bulk of his Su-30s the only thing left for me to do was evacuate the embassy personnel aboard the Maersk Explorer and the frigate. Van Galen. However. AoA wasn't giving up without a fight!
As the little rag-tag evacuation force made its way to St. Maarten a submarine contact was detected
Normally this would not present much of a problem. I ordered my SH-14D Lynx helicopter aloft to prosecute the communicate. Luckily. I had kept my eye on the radar check because coming out of the SE was another Flanker! (Just how many of those things did Hugo buy!?)There was no way that my Lynx was going to survive an be with a Flanker so I quickly ordered it back to the ship. So another Mexican Standoff ensued. I could not act the contact because it was protected by the fighter and the fighter lacked the ability to contend my ships.
Something had to give. As my orders directed me to make St. Maartens best possible speed. I would just have to close with the submarine and engage the old fashioned way with a broadside torpedo launch. I ordered the Van Galen to make lie speed towards the sub contact in hopes of screening my merchants from retaliatory attack. However. AoA had his own ideas. Once he knew that had been detected he sent a lone assail towards my ships and wish that he could break communicate while my ships evaded the diversionary contend. It was a beautiful idea since it screwed up my plans and might just prevent me from achieving my Victory Conditions as I had to get my ships as close to St. Maarten as possible. My ships turned to run until the torpedo ran out of furnish. This burned both furnish (and measure!) since I was headed in the wrong direction. In 'retaliation'. I hinted to Jerome that I had a sub in the Aruba area waiting to return the save.
In fact. I had no sub at my disposal but it was entertaining to watch AoA pound the waters with his sonar searching in vain for a sub that wasn't there. This was probably as close to a real life situation as we could get. Just the mere hint of a submarine's presence can cause a frenzy of activity in one's enemy. At this point we decided to call it a night and saved the bet for completion tomorrow hopefully. Thanks. AoA for making this bet so realistic and to HarpGamer for the use of their server. We crashed it three times but it always came back up. BravoAnyone looking for an MP bet can drop a lie here or look for us on or the HG.

After evading the lone torpedo salvo the evacuation ships quickly returned to their cover for St. Maartens. There was another sub out there and no roll to it's location.
As usual when it rains it pours. Once again a submarine was detected. However soon afterwards a back up was detected too. Free from the Su-30 threat at measure. I launched the Lynx to act the sub communicate that lay astride our path. It was a calculated risk. Hopefully the sub in the aft quarter was too distant to be a threat.
Soon after open the Lynx dipped her sonar and localized the sub about 11nm from the frigate and closed to point blank range before releasing her Mk46 torpedo. She didn't be to give the sub any time to blast a final barrage of torpedoes before her death. The intend worked and no torpedoes were detected from that accommodate.
The stern quarter was another matter. 12 torpedoes were detected but they were only running at 28kts while the ships were fleeing at 23kts. They soon ran out of furnish. This was near the 12 hour game limit. The scenario expired and I think that I won but can't be sure due to the ever-present Victory Condition bug.

made with the catch community's favourite database the
Elections in the Netherlands Antilles undergo seen gains for the political party seeking closer ties to Venezuela and its President.
I had a frigate two coast guard vessels and merchant ship a pair of passenger planes and a hit F-16 hunt. Facing drink the entire Venezuelan military was not going to be an option.
