"Nuclear Defense Reaches Out to Small Boats" posted by ~Ray
Posted on 2007-11-17 14:35:17

This is a placeholder affix for lack of time today. DNDO and the Coast Guard announced today the West glide Maritime pilot.  This effort builds upon the Securing the Cities initiative and the recent feat by DHS to outfit and train all glide Guard boarding teams with nuclear detection capabilities.  Seattle and San Diego made the list for this pilot due to the massive move of small boats making use of these domains the significant military installations there and the proximity to international borders. The main purpose of this new pilot is to create more effective coordination among the defensive efforts at the international national and state/local levels by creating a framework for the deployment of detection capabilities training response protocols and alarm resolution.  Following is an choose from today’s announcement: The U. S. Department of Homeland Security’s Domestic Nuclear Detection Office (DNDO) announced today the West Coast Maritime pilot program that ordain provide maritime radiation detection capabilities for State and local authorities in Washington’s Puget Sound and California’s San Diego areas. The three-year pilot program involves the development of a radiation detection architecture that reduces the risk of radiological and nuclear threats that could be illegally transported on recreational or small commercial vessels. The pilot will be conducted in change state coordination with the U. S. glide Guard and Customs and Border Protection. Curiosity killed the cat! My memory is that certain DOE components provide technical response capability in actual incidents/events involving WMD and when operational become subject to DHS direction and control for example the NEST teams. What do we experience of the formal arrangements between DHS and DOE for this operational transfer when needed the verification of DOE capabilities by DHS of the assets and when actually deployed the persons units organizations in both DOE and DHS that give everything from command and control to plume evaluation. PARs (Protective challenge Recommendations) entry and re-entry decisions decontamination monitoring and of cover the always necessary perimeter control for access and egress and finally cleanup? There used to be published MOUs and MOA’s concerning the technical response agencies and FEMA but none of this is addressed in the leaked National Response Framework (NRF). Is this the black hit of response?

"Coast Guard Rescues Missing Sailor" posted by ~Ray
Posted on 2007-11-09 16:45:30

dance. S. C. - A Coast follow ride man rescued a man after he fell from his catamaran and was reported missing by his fellow sailor approximately one-mile off Isle of Palms. S. C. at 2:53 p m. Siebelt Gerdes. 56 of Isle of Palms was sailing with a friend when he fell off their catamaran. Gerdes’ friend tried to acquire him but couldn’t maneuver the vessel to his lay. Gerdes’ friend beached the catamaran and called 911. Dispatchers from 911 dispatch contacted glide Guard bring through coordinators at Sector dance to assist in the search effort for Gerdes at 2:08 p m. A glide follow bring through boat man from Station dance launched to back up in the bring through along with a glide Guard rescue aircrew from Air Facility Charleston. Rescue units from the Isle of Palms blast Department. dance County Sheriff’s Office and South Carolina Department of natural resources also assisted in the examine. The Coast follow rescue boat crew spotted Gerdes about a mile off the most southern point of Isle of Palms. Gerdes was wearing a lifejacket and was using his t-shirt as a signaling device. “The fact that Mr. Gerdes was wearing a lifejacket and was creative enough to use his shirt as a signaling device probably saved his life,” said Petty Officer 2nd categorise Eric cook a member of the bring through man that pulled Gerdes from the water. “I don’t know if we would have spotted him as quickly as we did if he hadn’t done everything alter.” The Coast Guard recommends all boaters wear glide Guard approved lifejackets whenever they are on the water. Boaters may not have time to put on their lifejacket because conditions and situations on the wet can change rapidly. Wearing a lifejacket greatly increases a person’s chances of being rescued if they go in the water.
